Despite procedural blocks in the Senate, the omnibus spending measure for 2015 has passed the Senate. It now moves to President Obama for his signature.
The vote was 56-40 in favor of the measure, with 22 Democrats and 18 Republicans voting no.
The mega-bill contains 11 provisions, funding most of the government through September 2015. The Department of Homeland Security will receive funding through Feb. 27, 2015.
