Windows 8.1 Build 9600 was compiled on the 21st of August 2013 and according to The Verge is now set to be released to manufacturers, known as RTM. This will allow original equipment manufacturers (OEMs) to work with the operating system and develop drivers. Existing Windows 8 users will be able to obtain the final RTM copy of Windows 8.1 on October 17th, free from the Windows Store. Consumers will be able to buy Windows 8.1 after October 18. WinBeta states OEMs will be able to offer Windows 8.1 prior to the October release.
Feature Improvements
Windows 8.1 feature improvements include boot to desktop, a return of the Start button, smaller Live Tiles, and optimizations for 7- and 8-inch tablets, and broadband tethering.
